Private employers filed these LCAs and named Texas agencies as clients or placement locations. The agencies did not file them. The public-interest question is whether Texas knows—and discloses—how much of its contracted technology workforce is supplied through visa-dependent staffing companies.

Federal labor filings identify at least 290 recent visa-related job records connected to Texas state entities. These filings came from 186 private employers—not from the agencies themselves. The question is whether Texas can identify and verify every vendor and subcontracting relationship represented here.
